PACC Expresses Strong Support for DPWH Secretary Vince Dizon’s Historic Anti-Corruption Drive
The (PACC), through its Chairman PhD, expresses its full, firm, and unequivocal support for Secretary of the
(DPWH), following the Department’s announcement of one of the most extensive anti-corruption actions in Philippine history.
In a year-end press conference, the DPWH—working in coordination with the
and other oversight agencies—recommended the filing of criminal and administrative cases against
87 individuals allegedly linked to large-scale irregularities involving multi-billion-peso flood control projects nationwide.
These recommendations include serious offenses such as plunder, graft, and bribery, subject to investigation and due process by the proper authorities.

PACC further noted that Secretary Dizon’s directives—ranging from the dismissal of erring officials, acceptance of courtesy resignations across senior levels, and the push for organizational reform—demonstrate genuine political will to dismantle corruption networks and restore professionalism, merit, and integrity within the DPWH.
As an independent civil society organization, PACC has long been involved in investigating and documenting ghost, substandard, and abandoned government projects.
The organization reiterated its readiness to complement the DPWH’s reform initiatives through independent monitoring, technical validation, and evidence-based reporting, while consistently upholding due process and the rule of law.
