To assist the Philippine Government in eradicating corruption by mobilizing a nationwide network of trained volunteers and professionals who will monitor public projects, observe procurement processes, expose anomalies, and empower citizens to uphold integrity, justice, and the rule of law.

GOALS AND PURPOSES
Nationwide Monitoring of Government Projects
Deploy trained volunteers and experts to observe, evaluate, and document the progress and quality of government-funded projects at both national and local levels.
Civil Society Procurement Observation
Serve as accredited observers in public bidding and procurement activities to safeguard fairness and prevent collusion, overpricing, or favoritism.
Direct Reporting to the Office of the President
Submit independent reports, findings, and recommendations on irregularities, anomalies, and best practices to the Office of the President and relevant oversight agencies such as office of the ombudsman, and commission on audit.
Counter Disinformation and Black Propaganda
Conduct evidence-based investigations and fact-checking to protect honest public servants and expose false or malicious narratives.
Citizen Empowerment
Educate citizens on their constitutional rights and equip them with tools to recognize, document, and report corrupt practices.
Democratic and Institutional Reform
Advocate for policies, legislation, and systems that ensure long-term anti-corruption safeguards across all levels of governance.
ORGANIZATIONAL OVERVIEW
The Philippine Anti-Corruption Czar (PACC) is a national, non-stock, non-profit, non-partisan, non-sectarian volunteer organization dedicated to strengthening the fight against corruption in the Philippines. It serves as a citizens’ watchdog—a movement of professionals and volunteers united by one mission: to defend integrity, uphold transparency, and restore public trust in government.
Founded on patriotism and moral responsibility, PACC mobilizes lawyers, civil engineers & electrical engineers, accountants, auditors, forensic experts, procurement specialists, and ordinary citizens to monitor government projects, observe public bidding, investigate irregularities, and promote good governance.
PACC believes that corruption is not only an economic crime but also a moral and spiritual disorder that deprives Filipinos of justice, equality, and development. Guided by faith and civic duty, PACC stands as a partner of the government and the people in building a nation anchored on honesty, accountability, and love of country.
PREAMBLE
We, the concerned Filipino citizens, bound by our love of God and country, and united by our unwavering commitment to truth, justice, and good governance, do hereby establish the Philippine Anti-Corruption Czar (PACC) as a national volunteer movement to aid our government in its battle against corruption.
Recognizing corruption as a cancer of the nation that drains resources, destroys institutions, and erodes the moral fiber of society, we commit to uphold integrity and transparency as sacred duties. We pledge to cooperate with the government, civil society, and faith-based communities to protect public funds and restore people’s trust in governance.
In the true spirit of bayanihan, we dedicate ourselves to promoting honesty, accountability, and service to the Filipino people—for God, for Country, and for the Next Generation.

STRATEGIC PRIORITIES
Combating Corruption in Infrastructure and Public Works
- Conduct independent audits of roads, bridges, flood control, and other major infrastructure projects.
- Establish a Flood Control Integrity Task Force to investigate anomalies and ensure quality control.
- File complaints against officials and contractors proven to have engaged in collusion or graft.
Integrity in Public Procurement
- Train and deploy God-fearing, ethical procurement observers in all levels of government bidding.
- Advocate for full digitization of procurement records for public access.
- Maintain a National Blacklist of Anomalous Contractors to deter repeat offenders.
Empowering Whistleblowers and Witnesses
- Provide free legal aid and protection for witnesses exposing corruption.
- Create an anonymous reporting platform to ensure confidentiality and safety.
- Work with Congress to strengthen whistleblower protection laws.
Strengthening Investigations and Legal Action
- Collaborate with Ombudsman, COA, DOJ, NBI, DILG & PNP for solid case buildup.
